According to Amac News; The Ministry of Public Health has published a newsletter saying that Qalandar Ebad, the head of the ministry, met with Leonard Zulu, the head of the United Nations High Commissioner for Refugees (UNHCR), and discussed health care for returning migrants and the establishment of new health centers in Afghanistan. 
It is stated in the newsletter that the officials of the United Nations High Commissioner for Refugees have assured the continuation of the cooperation of this office with the returnees of Afghanistan.
At the same time, the Ministry of Health has said that Qalandar Ebad, the Acting Minister of the Ministry, met with Ilham Mohammadov, the Ambassador of Azerbaijan to Afghanistan, and discussed joint cooperation in the health sector, improving the capacity of Afghan health workers, and the role of Azerbaijan in the health sector. According to the newsletter, the ambassador of Azerbaijan said in this meeting that his country is trying to help and cooperate with Afghanistan in a sustainable way in the field of health.
